Matthew Keen

Matthew joined Diamond and Associates in 2015. Prior to joining the firm Matthew worked at King Park Development Corporation, a community development corporation focused on both affordable housing and economic development. Matthew received his Bachelor’s degree in Political Science from Indiana University and holds a Real Estate License in Pennsylvania. Matthew was named one of Citizen Energy’s 100 Community Leaders in 2013 for his work with community residents through a yearlong Quality of Life planning process as an AmeriCorps member in Indianapolis.

Beginning with a focus on community organizing and real estate development, Matthew managed over 40 real estate properties, financed the complete rehabilitation of 7 vacant houses, and closed on over $1.5 million in real estate assets. Matthew, applied, received, and managed local HOME and CDBG funding for affordable housing development in Indianapolis, and ensured compliance of over $1 million of state Neighborhood Stabilization Program dollars.

At Diamond and Associates, Matthew has worked with multiple clients to consultant on 9% and 4% low-income housing tax credit developments as well as multiple gap financing and rental subsidy applications including; Federal Home Loan Bank, PHARE funding, HOME, CDBG, Section 9/ACC, and Project Based Vouchers.

Matthew has worked with clients to submit multiple Tax Credit applications including; a 52 unit, $13.5 million, senior development in Philadelphia, PA; a 46 unit, single family attached, $12 million, development in Erie County, PA; a combined historic renovation and new construction of 39 units, $14 million, mixed use development in Newport Borough, PA; and an 225 unit, $48.5 million, family development rehabilitating both scattered site townhomes and a high rise building in Pittsburgh, PA. Matthew has also assisted on financing a 110 unit, $32 million, mixed use and mixed income development in north Philadelphia; which combined 4% LIHTC, Historic Tax Credits, and New Market Tax Credits. Supplementing his Tax Credit experience, Matthew also has been successful in targeting multiple Federal Home Loan Bank districts to provide gap financing to developments. Since joining Diamond and Associates Matthew has won nearly $3.5 million for both rental and homeownership projects throughout Pennsylvania.

A native of Indianapolis, Indiana, Matthew currently resides in the Germantown neighborhood of Philadelphia.
